{"id":334,"date":"2016-11-26T21:37:28","date_gmt":"2016-11-26T21:37:28","guid":{"rendered":"http:\/\/ferguskane.com\/blogs\/?p=334"},"modified":"2017-01-19T20:12:46","modified_gmt":"2017-01-19T20:12:46","slug":"universities-work-deciding-executive-pay","status":"publish","type":"post","link":"http:\/\/ferguskane.com\/blogs\/en\/universities-work-deciding-executive-pay\/","title":{"rendered":"How Universities Work: Deciding Executive Pay."},"content":{"rendered":"<p class=\"p1\"><strong>My priors \/ declaration of bias.<\/strong> Those who know me, know I have had my disagreements with the executive of King&#8217;s College London, the university at which I did my last three degrees, and to which I am still affiliated. \u00a0As a one time student rep and environmental activist, I found the then executive less than consistently\u00a0helpful\u00a0(I was not alone). \u00a0\u00a0So I might be biased.<\/p>\n<hr \/>\n<p class=\"p1\">My plan is to write a series of short articles about certain aspects of governance in Universities. \u00a0The first is one that always interested\u00a0me:\u00a0<strong>Executive<\/strong>\u00a0<strong>Pay<\/strong>. \u00a0Specifically, who decides what the vice-principal (VP, sometimes called a vice-chancellor) gets paid. \u00a0I&#8217;m going to focus on KCL, as it&#8217;s\u00a0&#8216;closest to my heart&#8217;. \u00a0Details may vary from university to university but my impression is that there are more similarities than differences.<\/p>\n<p><strong>How much do they get paid.<\/strong> \u00a0Although the pay of the vice-principal of a UK university is supposed to be public knowledge (and should be found in the university&#8217;s annual accounts) it&#8217;s often hard to find out what it really is -try searching on the KCL website! \u00a0Fortunately the good folks at University and College Union do a good job of making it easier and you can find their report <a href=\"https:\/\/www.ucu.org.uk\/article\/8096\/Report-reveals-university-heads-pay-rises-and-perks\">here<\/a>. \u00a0This report is clearly the result of a lot of work and many\u00a0Freedom of Information requests (FoIs). \u00a0FoIs are a\u00a0vital tool which empower\u00a0citizens to find out how the power structures around them are working, but these citizen powers are constantly under <a href=\"https:\/\/www.cfoi.org.uk\/campaigns\/stop-foi-restrictions\/\">threat<\/a>. \u00a0Incidentally you might be interested to know\u00a0<a href=\"https:\/\/www.timeshighereducation.com\/news\/kings-college-london-fight-pay-secrecy-costs-ps250000\">KCL spent \u00a3250,000<\/a> in order to prevent having to make the salaries\u00a0of its other top earners public.<\/p>\n<figure id=\"attachment_335\" aria-describedby=\"caption-attachment-335\" style=\"width: 300px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/i0.wp.com\/ferguskane.com\/blogs\/wp-content\/uploads\/2016\/11\/Nicole-and-ed-.jpg\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" data-attachment-id=\"335\" data-permalink=\"http:\/\/ferguskane.com\/blogs\/en\/universities-work-deciding-executive-pay\/nicole-and-ed\/\" data-orig-file=\"https:\/\/i0.wp.com\/ferguskane.com\/blogs\/wp-content\/uploads\/2016\/11\/Nicole-and-ed-.jpg?fit=425%2C280\" data-orig-size=\"425,280\" data-comments-opened=\"1\" data-image-meta=\"{&quot;aperture&quot;:&quot;9&quot;,&quot;credit&quot;:&quot;David M. \u00a0I\u00a0should note I have no particular feelings for or against\u00a0Professor Byrne, I know nothing about his ideas of policies for KCL. \u00a0Here I&#8217;m only interested in how these systems work.<\/p>\n<p class=\"p1\"><strong>Who decides the level of pay and how?<\/strong>\u00a0This is the most interesting question for me, because it has implications for future trends in executive pay.<\/p>\n<p class=\"p1\">Executive pay at a university is generally set by a <em>remuneration committee<\/em>. \u00a0The first\u00a0details I could find from the KCL remuneration committee were from 2013. \u00a0At that time, the remuneration committee consisted of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Arthur_Wellesley,_Marquess_of_Douro\">Lord Douro<\/a>, Dr Angela Dean (previously\u00a0an international financier with Morgan Stanley) Mr\u00a0Jamie Ritblat (a very wealthy businessman) and\u00a0Rory Tapner (the CEO of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Coutts\">Coutts<\/a>, &#8216;The Queen&#8217;s bank&#8217;). \u00a0You&#8217;ll note that in 2003 there were no representatives of KCL staff nor students.<\/p>\n<p class=\"p1\">The remuneration committee has changed since then. \u00a0Perhaps it&#8217;s more representative of the KCL rank and file? \u00a0Two things really strike me: Firstly, apart from the VP, there is no representation from KCL staff or\u00a0students. \u00a0None. \u00a0Secondly, the members of the committee\u00a0do not represent the reality of the world inhabited by normal KCL staff and students. \u00a0They are all very much a part of the current &#8216;British Elite&#8217;.<\/p>\n<p class=\"p1\">The committee members come from a world in which it&#8217;s important to defend the principle of ever higher pay, even if the evidence of even a correlation with performance fails to impress. \u00a0 What&#8217;s more, when many are\u00a0worried about the commodification and privatisation of our universities, and fed up with the\u00a0proliferation of unstable contracts for staff, (<a href=\"https:\/\/www.theguardian.com\/education\/2013\/sep\/16\/zero-hours-contracts-at-universities\">here<\/a> and\u00a0<a href=\"http:\/\/www.vice.com\/en_uk\/read\/ucu-zero-hours-lecturers-striking-oscar-webb\">here<\/a> for example) these are not necessarily the people to fight our corner. \u00a0I don&#8217;t object to having a respected member of the business community on the committee. \u00a0But every member?<\/p>\n<p class=\"p1\">When even the current government is making noises about <a href=\"http:\/\/www.bbc.com\/news\/business-38138815\">executive pay restraint<\/a>, when high powered, highly paid executives were the ones responsible for 2008 financial crash, from which normal people are still suffering, can this be right? \u00a0Teresa May, the British Prime Minister, made representative boards a promise of her leadership campaign (although that&#8217;s <a href=\"http:\/\/www.telegraph.co.uk\/business\/2016\/11\/21\/theresa-may-backtracks-on-putting-workers-on-company-boards\/\">now been diluted<\/a>) &#8211; yet right now,\u00a0we don&#8217;t even\u00a0have representation\u00a0on a university pay committee?<\/p>\n<p class=\"p1\"><strong>Ok but at least KCL is open and transparent so we can find out what the rationale is behind the \u00a0remuneration committees thinking? \u00a0<\/strong>No. \u00a0According to the University College Union <a href=\"http:\/\/www.ucu.org.uk\/media\/7870\/transparency_at_the_top_2016\/pdf\/VC_pay_and_perks_FINAL_VERSION21.pdf\">report<\/a> on VP pay, KCL does not publish the minutes of the committee, nor does\u00a0it surrender them to FoI requests. \u00a0We don&#8217;t get to know.<strong><br \/>\n<\/strong><\/p>\n<p class=\"p1\">Until I wrote this,\u00a0I did not know anything about the makeup or procedures of KCL&#8217;s remuneration committee. \u00a0I simply felt, like many staff and students, that our interests and indeed our values are not represented higher up.\u00a0What I have found has done nothing to shake this feeling.<\/p>\n<p class=\"p1\"><strong>But Fergus, there is some representation of staff and students, the VP himself comes to the committee? \u00a0Surely his job is to represent us?<\/strong><\/p>\n<p class=\"p1\">I&#8217;ll answer this by way of an anecdote about how information flows in universities.<\/p>\n<p class=\"p1\">When I was chair of the Institute of Psychiatry (IoP, now IoPPN) Student Forum, part of my agenda was to push for the IoP and KCL to take its sustainability commitments seriously. \u00a0At the time, the IoP did not even recycle (but we were successful in helping to change this &#8211; or at least, it changed!), let alone do anything to reduce its energy waste. \u00a0I&#8217;d liaised with various members of the KCL estates department who were keen to improve things, but who were frustrated that nobody was listening. \u00a0They agreed that extra pressure from below would be welcome. \u00a0Following a discussion with the forum and various staff I was advised to speak to the then Dean of the IoP, who kindly agreed to meet me. \u00a0I asked him if he might help me get our message to the VP, as he might listen to the Dean of the IoP more than to the Student Forum. \u00a0What do you think he told me?<\/p>\n<blockquote>\n<p class=\"p1\">&#8220;My job is not to petition my boss.&#8221;<\/p>\n<\/blockquote>\n<p class=\"p1\">This\u00a0felt a little like a punch in the stomach, so winded, I made my excuses and left his office. \u00a0When I relaxed, I realised what he was telling me: \u00a0<strong>Information flows from the executive downwards, not the other way.<\/strong>\u00a0 Given such a system, how can we possibly expect the interests of students and staff to be represented?
